Take Action Now – Nat’l Call-In Day to Block OMB Rule to Politicize & Reduce Federal Funding

Overview

Recently, the White House Office of Management and Budget (OMB) proposed a rule that would harm communities nationwide by politicizing and reducing access to federal grants, cooperative agreements, and technical assistance (TA). If implemented as proposed, this new rule could reduce access to federal funding for HIV prevention, care, treatment, research, housing, and related programs. Please call your 2 Senators and 1 Representative to urge Congress to block implementation of this harmful rule!

  • I urge [Representative/Senator NAME] to block implementation of the proposed rule, “Regulation for Federal Financial Assistance” issued by the Office of Management & Budget (OMB), because it would:
  • Politicize and change federal grant making in a way that would reduce access to HIV prevention, care, treatment, research, housing and other critical services for people living with or vulnerable to HIV:
  • The proposed rule would change the grant making process and eliminate funding for health and science grants seen as different from the Administration’s political priorities. 
  • Decisions about health and science funding should be objective and not based on political beliefs.
  • The proposed rule would bar any federal funding from promoting diversity, equity, and inclusion (DEI): 
  • This policy would harm Black, Hispanic, other people of color, and LGBTQ+ people, especially people who have:
    • Experienced stigma and discrimination,
    • Required gender affirming care, or 
    • Been disproportionately impacted by HIV and need access to lifesaving federal HIV programs and related health, housing, and human needs programs.  
  • Bypass Congress’s intent for how to use the federal funding it allocates. 
  • Create significant financial risk and instability for all federal grantees – including HIV organizations – making it harder to maintain essential HIV prevention, care, and treatment services nationwide:     
    • The administration would be able to withhold, suspend, or end grants, or change grant terms after a grant has been awarded.
    • Federal agencies would not have to provide grantees with administrative hearings or appeals. 
  • Given its harmful impacts, Congress should block implementation of the rule.
