Save HIV Funding Campaign Anti-Rescissions Action Alert

Overview

The Senate plans to vote as early as tomorrow (Tuesday) on an Administration “rescissions” package that would cut $9.4 billion in federal funding that Congress previously approved. Unlike most bills, the rescissions package needs just 51 Senate votes to pass. The $9.4 billion package includes $4.7 billion for foreign assistance, including global HIV programs such as PEPFAR, as well as about $1 billion that supports PBS, NPR, and radio stations that are critical for rural jurisdictions. Also, if this package passes, then the Administration will request more rescissions to cut other important federal programs, including perhaps some that impact people living with or vulnerable to HIV. Please ask your Senators to vote no on this rescissions package to stop these killer cuts!

  • I am calling to urge [Sen. Name] to VOTE NO on the rescissions package.  
  • Congress has already approved spending these resources. Supporting the recission bill undermines Congress’s constitutional leadership on appropriations and budget authority.
  • Passing this rescissions package also would increase the likelihood of more rescission bills that could include other critical federal programs, such as health and HIV programs.
    • The current rescissions bill would cut $900 million from historically bipartisan global health programs that fight infectious diseases and save millions of lives, including:
      • PEPFAR HIV/AIDS program
      • Programs to address malaria, TB, and other health threats
      • Food, immunization, and maternal and child health services.
    • Other proposed cuts include: 
      • Support for public broadcasting, including critical rural radio stations 
      • Clean Technology Fund 
      • Aid for international disasters, peacekeeping, and economic development.
